Is that means that I can make any 3 gifts i want? Do i have to have games in my inventory on steam?

Yes, you have to have the gift to be able to back up your giveaway.

Little answer:

Yes, sort of. You have to actually acquire and give away the games yourself. No one is gifting them for you.
