No but you get the rewards when a certain amount of pre-orders are reached. The Bureau releases on the 19th NA and a bit later for EU I believe.

I bought the pre-order and got XCOM:EU gift cause I already had it. Some people got the separate gifts for each game they already had including the DLCs.

From what I've seen on the discussion forum on Steam, if you pre-ordered on Steam, you get giftable copies of games you already have but if you activate the key from GMG, you lose the extra copy. :/
