The star next to a game means that it was included in a bundle before so it is considered to be bundle game, which has limited contributor value. But you could have gotten all this information just by reading through the FAQs and guidelines. I think that's the basic thing and the first to do when you go to a new forum or community...

well while your ideas are sound
it is a common sense thing.. if the game isn't on the list of what you are wanting to give away chances are it's not allowed to be given away on this website..
again it's common sense and pay attention to the website and steam group in general.. sure it's a pain in the arse but instead of being lazy and not bothering it's better to put in the extra effort and be informed so in the end you don't look like a fool.

If you go to create a giveaway and it's not there, common sense should tell you "Something must be up with this game?" rather than "I'll just list it as this instead and it should be fine!"
Why should we baby stupid people? If they can't grasp simply concepts like this, then they probably can't handle most video games anyway.

If they were concerned about doing it properly and not bothering support, they could easily search the forums. We've seen DOTA 2 threads everyday for quite some time now and there are announcements and threads posted about it. I would think even if there was additional information on the giveaway page, they'd probably still overlook it unfortunately.
I've heard support's access is rather limited, but I would hope there are some scripts in place so they don't have to manually delete the giveaway, suspend the user and close the ticket.

When you put it that way, it's a lot different. Ultimately it's not up to anyone other than CG as I believe he's the only one with access to the servers.
I don't think anyone on the actual support team would have any issues with some improvements to make their work easier.

It's not easy being new to any group. So many people will have a go if you do the slightest thing wrong. "noobs". Don't forget, we were all noobs once.

Even when we were all noobs there are people that want to be part of the community here and read the rules, search the forum before asking questions, etc. and there are people that just don't care about anything and just want free games without reading the rules and stuff. The people that want to be part here have no problems but I just don't care and I am annoyed by the people that just care about the free games and give a shit about us or the rules.

Maybe I am miss reading this, but if the suggestion is to add Dawn of War: Gold Edition to the list, then no. Dawn of War: Gold Edition isn't exploited. 250k copies are not being given away for free, it is not Blood Bowl. The people creating giveaways for Dawn of War: GotY Edition as Gold Edition should be suspended. Anyways the only cdkey redeemable on Steam for Dawn of War is the Humble Bundle key to my knowledge.
