So this "retro-lock" was applied only to 4-pack gifts that were coming out with a warning that was previously not really applied ?
I don't see anything confirming that ALL 4-packs are now coming out with locked gifts.

I'm looking into that now. Seems people can still buy and gift copies from region restricted countries.
But we can be certain Steam is looking into this multipack gifting right now.

This recent change affects the multipack spawns that were previously tagged with the "red text warning" that did not list the actual countries, like this one.
What this means now is that in order to find out whether the multi-pack will spawn ROW copies you have to check SteamDB for the AllowCrossRegionTradingAndGifting flag. For instance, here's the package of the Medieval Engineers 4-pack spawn, note that the cross-region trading flag will make sure the spawned copies will be locked.
Compare this to the Monaco 4-pack spawn, for instance. Here the spawned copies will be ROW.

I have extra Rise of Nations: Extended Edition gifts as well from a 4-pack. Subids are no longer visible as of Feb 26, according to the Twitters (or when you click on a subid). i have the same restricted gift that can only be redeemed in certain countries message as well. Any thoughts?

Do you know how that will restrict what regions the games can be redeemed in? As in, can the spawned gifts be only redeemed to accounts in the same region I am in, at this time?

When I try to activate it, it says can only be activate in Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Republic of, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Russian Federation.
Is it the tag for RU+CIS?

So I won a Medieval Engineers giveaway (on another site) and I saw that the giveaway creator had 3 copies that were region locked without any specified countries, which would mean I wouldn't be able to activate it. The giveaway creator then sent the game as a gift and I directly pressed "Add to library" and it worked. How did that happen, I did not use a VPN?

When did you activate the game? This retroactive lock happened around March 4. Any activations before that would go without problems. Also, now when you try to activate the locked game, Steam displays the list of applicable countries in red text right before you click "Add to library", so if you did not notice that text when activating, then the giveaway creator sent you a ROW copy.

Activated it today. I did not notice such a text and the giveaway creator is from Australia so it must have been RoW unless he traded for it. Still, it was weird that it showed it as region locked in his inventory.

If you have Enhanced Steam installed you can enable a warning for games that don't allow cross region trading. Of course that's no guarantee but it makes things a bit easier.

Check your inventories if you have still leftovers from foreign 4-packs.
If they already had that fake warning on it they have become useless now.
