not really it is just making you accountable for what you say. it looks like they are not going to make it illegal but you will have to identify yourself and be held accountable for your actions, which i can see as a good thing. it will stop all these "im big in front of my screen" people, people who use racism and bulling behind a veil of anonimity.

I wonder how they will enforce this, maybe by making your IP address and other information more readily available, maybe so when you sign up for a new site they include that in the terms and rights that you need to click agree to that no one reads anyways.

if you look at the article it seems like it is aimed at the business form of trolling. and they will probably throw in bullying in there for all the kids bulling each other by text/posts. and its aimed at sites where you can post as "guest" or "anyonomus" and if you dont Identify yourself in some way they just delete your post, nothing else.
