Talk to the giveaway creator within the giveaway comments. It is their "job" to set up the giveaway accordingly including region restrictions. If they can't provide a working key for you, you can either set the giveaway to "not received" after 7 days have passed, or you could agree in the giveaway comments to delete the giveaway so they can try to give it away again with the correct restrictions.

Since they seem to be from Brazil according to their Steam profile and since the key is most likely from the current Humble Choice, they most probably have a key for this sub, which can only be redeemed in the listed countries:

Напиши, что ключ в раздаче (это кстати звучит как giveaway, а не distribution) с региональными ограничениями.
Дальше пишешь, что согласен удалить раздачу.
Что-нибудь типа такого:

Region locked key.
I agree to delete the giveaway.

Согласие на удаление раздачи не обязательно. Но никому хуже от этого не будет. Розыгрыш удалят, тебе не нужно будет ставить "не получено".
Если автор не выйдет на связь и ничего делать не будет, то спустя 7 дней проставишь "not recieved".
