Lower the PSU to a max 600W, get a 1TB HD, get the money difference and get an SSD. (Put OS on SSD, games, movies, etc. on 1TB HD). Will help a lot if you need to format and not want to lose so much data.

Not bad, but you really don't need more than a 450-500 watt PSU unless you're planning to go SLI. Also, skip the fancy cooler and pick up a CM Hyper 212 EVO.

Edit: With the savings I'd recommend either an SSD or a better video card.

Agreed on CM 212, but I'd go for a ~550W psu. With such case you'd be wanting to put extra stuff in there soon...
PS. Budget build usually means low budget.. this... wow x)

I'd be shocked if that system pulls more than 300 watts under full load, and it would take a lot of "extra stuff" to add up to 250 watts. Like, more hard drives than you can put in there.

This is a fairly good build, although you don't really need a sound card if your mobo already offers 7.1 ch audio. Also, I'm assuming that your RAM is 2x4GB, correct? Maybe consider an SSD instead? It's up to you but this build is great anyways.
