I know this is an old post but I guess I wasn't clear. If I buy from STEAM I get games restricted to my region (Latin America) even though purchases from my country are still in USD and at the exact same price as the USA. So the restriction is asinine for purchases made from my country but we still get it nonetheless.

Notice: Gift purchases for Mountain can only be added to the gift recipient's library if they are in Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Republic of Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
As far as I can see I am no longer able to create giveaways for users all over the planet. I got bound with RF and CIS guys only.
I feel so sad, so unfair! Correct me if I am wrong please.
