If it's the same copy/key you can be suspended, but if you say, win a game, get the code, put it on your steam account/activate it and buy another code it's allowed, just make sure that you have activated it and any other wins you have won before before giving it away.

Simplied version, something you've won came with a key/gift copy, as long as you redeem it to your account, you can give away another copy.
