7 members minus the OP so $60 for 200 bundle keys. Even at .25 cents a key that would fetch $50 selling them and I imagine a lot could be sold or traded for me. If it was a scam, he's not doing so well on the math.
He could add a few keys, get a VAC ban on TF2 then blame someone else and close up shop. If he was willing to add the 200 games, allow access, then collect the money I'd say it's a lot less likely it'd be a scam.

The idea sound cool, of course is the kind of idea who need to be tested by trial and error and adjust, but sound great.
The only thing I really think that should be pointed it's that would be best for you to wait till be sure HOW the family sharing thing will work at all when it goes live. Even the beta info from now can be yet changed (well even live stuff can be modified if steam want to) and just maybe the sharing thing could hav some limits or who know? Maybe steam don't like the idea of library accounts being maked to be shared (Well to buy games for that account is good but who know if they will not see it as a lost chance to sell the same game for 4 5 diferent guys).

First, I will build a 2nd library for local coop anyway because my skills suck and always get kicked. Last time three L4D2 players refused to save me from a zombie and told me to fuck off. I dont want my son to play in this environment when he is still 10 years old.
And I dont want him to play too much game. So every day the account would only be active for an hour or two. The other 22 hours are wasted. So I am thinking about letting other people play the games.
And I dont believe in free lunch. So I expect every member to contribute when they can afford. They can contribute to the shared library so that all other members, including me, and enjoy. Or they can donate to a charity.
There membership is expected to be forever. And I believe that they would finally contribute way more than 10 bucks to the shared account.

Currently, it has around 70 games. I will buy higher profile games such as Skyrim, Borderlands, Payday 2, L4D2, etc. during seasonal sales. The budget is about 2 grands.
As for members, sorry that I may give the impression I am recruiting here, which I'm not. I am only recruiting when the Family Sharing system is beyond beta and after I have studied the TOS (Don't worry. I can read). And I will read the applicants' past comments in Steam forums and Steamgifts to check their personality.
Anyway, it's just two grands. Not even enough to pay tax, right? So just relax and see the library grow bit by bit.

Everyone with some extra cash can make such a project. I'm just looking for SIX people. Who cares if the other 5 billion think I am a scammer? Once the slots are filled, it will become a closed system and no outsiders are allowed.
Members must trust me and I must also trust them. I take my risks and they take theirs. And frankly speaking, my risks are much bigger. Do you agree?
And for me, $10 can never be risky. I honestly don't understand why people care so much about 10 bucks. If I said members can join FOC, then the responses would certainly become more positive. But no, everyone must contribute. This is my principle.

When they cheat, my account will lost the ability to do Family Sharing and be labelled as FS Banned, which I think is a very high risk for an account with over 300 games.

You wont spend $2000 on that account. I mean, come on. Evwn if you did, and the account was FS banned, now you've got a great account to keep on the side. No matter what they do with ir, it's your accoubt. THEY are risking $10 they could poasibly never see. YOU are "risking" money into am account you would have anyways. So their risk is higher than yours. If your risk was as high as you make it out to be, you wouldn't even do this.

You don't know what I will or will not do. And we are only talking about two grands, not two million.
And I already have every single game I need in my primary account. I will not play an extra game because of this project. It is very easy to say that getting a 300 game account banned is no big deal. But the funny thing is that, when it comes to your own account, you will not say the same thing.
And if 10 bucks is really such a big risk, frankly speaking,I do not recommend them to join. But if you have read through the posts, you may find that I actually allow them to join and play even if they have no money and I only demand them to contribute when they can afford it. Contribution can even be made to a charity.
Anyway, if you still insist that their risks are much higher than mine. Okay. You're right. I don't want to waste my time arguing with you, which is simply not constructive.

When it comes to my account, I would say the same thing. Because Family Sharing ain't something I give a shit about. I already have an alternate account I made specifically for sharing among myself and others. Everyone who I would want to share with already does share with me.
10 bucks is a risk, especially with scammers around here. I did read through the post, but the fact that you're asking for $10 is still a risk. Again, risking losing ten dollars is worse than letting them in for free and risking a FS ban on the account.

In the next X'mas sale, I would spend half a grand buying games. The target is 300 games at the end of 2013.

I am planning to build a shared library of around 300 games that can be used by around 7 friends from different time zones, that is, when the Family Sharing feature is beyond beta.
The rules are:
The group is called 7 Men Group. 7 members, including me. Girls are most welcome despite the group name.
The library is independent of my main account. So my game time will not affect yours. The other six members are entitlted to around 4 hours of game time every day. When I want the shared library for, say, local coop with my son, each member will have around 3.5 hours of game time, which, I think, is more than enough.
I myself will contribute about 200 games, mainly past bundled games, including Saint Row the Third, Dead Space, Men of War, King's Bounty, etc. I will buy non-bundled games heavily during Xmas sale and the next summer sale too. So finally the library should contain around 400 to 500 games. Don't worry about the volume.
Each member must contribute USD10.00 to join. This is not a service charge or member fee, as I would use the money to buy games and provide detailed accounting reports, i.e. how much I have received and how much I have spent on which games. And contributors choose which games to be added. As the main contributors of over 200 games, I demand other members to contribute some games. But to avoid the risks of account ban due to card fraud, I do not accept key or gift donations. Please understand. The USD10.00 will be refunded if I finally want to disband the group, which is unlikely. But it is not refundable if members decide to quit.
Donating 10 bucks to a charity and then showing me the proof is also acceptable. This, of course, is not refundable.
Each member should be preferably from different time zones. The prime game time of 9pm to midnight should not collide. So actually it is possible to have 8 members. But the empty slot serves as a buffer in this case.
The 24 x 7 = 168 hours play time is equally shared by all members according to a pre-agreed schedule. Remember to save your games 15 minutes before timeout.
More members can be accepted if some only need, say, one or two hours every day.
If agreed by all members, we can groupbuy / group-preorder expensive games.
Since this group is by default international, no racism or nationalism. If you particularly hate white, black, Hispanic, Jewish or Asian people, please don't disturb.
