Hi. Does The Grand Theft Auto IV Steam key activates worldwide or is it region restricted?

Recently, when I bought GTA IV it was NOT steam reedemable.

It's actually one of the few cases where it states PC Download - Steam DRM and not some obscure line somewhere under the table...
As far as the question goes I'm almost certain that GTA IV works wherever Windows LIVE does.
