I have the solution if it happens again (you probably reinstalled it by now). You have to go into the Norton security history window, click on the dropdown menu up top and select "quarantine", then select steam.exe from the list and click on options then select restore and exclude so that the file is excluded from future scans.

your fault for using norton.
norton is one of the worst if not the worst antivirus i know out there.
Besides the problems you get with it (like the one you have now) it slows down your computer awfully.

To get things back from quarantine there must be a quarantine section inside norton and i would suggest there is an option like "remove from quarantine" or something like that.

You're lucky. I had McAfee delete a critical piece of the operating system. Crashed my computer and every PC on the school's network.

As to why I had McAfee, school gave us a list of anti-virus programs. We had to install one of those to access the internet. Even in the apartments.

Are you downloading files from random sites and then running executables? If not, then you don't have a virus. It's not possible. Unless of course you put random flash drives with autoplay enabled into your pc regularly, in which case you might have one as well.

Norton and Avast both pieces of ****. They caused me more trouble, than solution. Especially Avast. (maybe NOD32 is still ok tough)

Not free (unless you find a newegg rebate deal)
Corporate grade takes time to set up since it is heavily customizable.

Had norton for about 1 year, so many false positives and almost 99% of the time I had some stupid error when booting windows, never again. Now I use AVG Free, I'm happy with it.

AVG is even worse. It can't detect most of the viruses. Really not the best choice.

I used to pay for Eset Smart Security. Got tired of that and its resource hogging ways (and it seriously screwed up my laptop somehow) so I went with Bitdefender Free, Malwarebytes, and Privatefirewall. Free, good, light, no hassles.

You are forced to uninstall and reinstall Steam. I had this problem all the time with Norton.
You have to know that Norton is a community Anti-Virus. If someone in this community says Steam is a virus, it becomes one for the program. Also, if nobody (in the community) uses the program you are trying to open, it's a virus.

After you reinstall Steam, don't forget to ignore Steam from analyzes and this shouldn't be a problem, Norton won't care of it anymore.

I used Norton during the 1990's. Since around Norton 5.0. It went to crap using up WAY too much resources for what it does with so-so results.

I personally use Comodo Antivirus now, it doesn't use much in the way of resources and seems to work pretty good too.
