SG social protocols state that you ask if it isn't listed in the description to begin with [since, after all, it can slip a GA creator's mind, but it really shouldn't slip an entrant's].
So while your statement is accurate, it is in no way an excuse.
Then again, there's no real evidence thus far to prove the entrant was entering with a sense of disrespect or entitlement or so forth- still, at the least, they were simply careless.
In the end, though, the GA creator has a strong opinion on such matters, and that makes for an unfortunate interaction with such an entry, be it a careless one or something less agreeable.
And given that the creator is very likely not alone in such sentiments, it'll perhaps encourage the entrant to consider their entries more carefully in the future.
..Y'know, assuming they aren't an entitled [and then also likely autojoining, and thus not description-reading to begin with] sort. :X

Sometimes collector's/GOTY editions are bundled, but the DLCs themselves are not (separately bundled). However, as I recall, since the GOTY edition is added to the bundle list, the DLCs are as well.
End result, the DLCs become hard to get, especially with DLCs often not going heavily on sale on Steam.
So yes, some GA creators do allow entry for bonus content, for specific games, with that in mind.
(In this case, the collector's edition hasn't been bundled, afaik, so the entrant may have expected some GA creators to be agreeable to the matter; of course, if s/he didn't bother clarifying that with you beforehand, then that's on them.)
Past that, I'm totally with you, I can't stand when people enter- well, I saw a person once try to enter for a $2 DLC on a $50~ package. :/
But even past examples that extreme, and ignoring special circumstance games- if the retail price of the (content you don't own) is less than (the cost of the bundle), you probably shouldn't enter, out of respect of those that don't own the base game and the GA creator (and of just not being wasteful in general >.>) :/

If there's a "substantial content difference" AND no way to upgrade manually to the enhanced edition of the game [ie, the DLCs aren't sold separately], then staff does not allow you to reroll.
In every other instance, the giveaway creator has full rights to reroll for partially owned package contents.
In this case the Soundtrack+Outfits is available as a separate $5 DLC, so you have full rights to reroll.

has this actually been confirmed. As far as I'm aware those cases would still be valid for a reroll as you own some of the content. The only thing I've seen confirmed as not being valid for a reroll is stuff like remasters/definitive editions where the new version is a seperate library entry where even if the content is the same you don't technically own it.

Directly by staff, multiple times.
One of the examples they gave at one point is the Deponia Trilogy, which has exclusive features and you can't upgrade to.
Personally, I disagree heavily on that one, since none of the bonus features have any bearing on gameplay whatsoever...
But there are other games.. well, for example, Enhanced/Remastered Editions, the Metro Redux Editions, (presumably the Dead Island Definitive Editions), etc- They all don't count for rerolls since, despite technically being the same game, they've substantial content differences.
That all said, in each of those instances, they would be a different library entry- so as you suggested, that may be an actual requirement that they simply hadn't clarified in my encounters with the matter.
That aside, your specific example is, to the best of my knowledge, incorrect- you're not allowed to get the exact same game, even if the appids are different. The devs do consider different steam entries for the same exact game to be, well, the same exact game.
Likewise, I'm fairly certain they don't allow you to enter for different regional versions of the same game, even if they count as completely separate game versions.
Well, I'll poke this post toward staff, maybe they can give us a fresh clarification when they have a free moment. :)

Staff have definitely posted previously stating that entries for remasters and such where it's a separate library entry are valid and owning the original isn't grounds for a reroll.
Your initial point of editions that have no upgrade option is interesting though and could really do with "substantial" being clarified somewhere.

so by your logic the only way that should exist to win the collector edition on steamgifts should be that one does not own the base game to start with, and therefore no owner of the base game should ever win it even if collector edition adds its own content

Do you understand how little the collector's edition adds in this case? It's a few cosmetic changes and mp3 files, that's it.
It's much more worthwhile to give it to a person who doesn't have the game at all.

Unless I say otherwise, I will still give the person the game.
If it is a giveaway that I want to enter, I will always ask the creator's permission. If they say no, then I don't enter the giveaway.
Of course, some people say what options are okay in the description, so I just leave those giveaways right away.

Well, as everyone mentioned above, you do have every right to re-roll for a new winner. But next time you do a giveaway of a Collector's/GOTY Edition of a game, or even just a soundtrack version of a game, I'd suggest putting in the description that only people who don't own the base game can enter. Or if it's a bundle (such as the Half-Life Collection), state that you don't want people to enter if they already own a certain amount of games from the bundle. Of course, that won't stop everyone, but many people will still respect your decision. Plus, it helps your case when you send in a re-roll ticket ;)
