In this case it's better to list as XCOM: Enemy Unknown, because it the winner doesn't own XCOM they won't be able to activate this key

I suggest you make a giveaway for the game with highest value if CV matters to you, and like Delta said, mention in the description that it includes the other games.

Option A) You can list it as one of the games from that list and give them the whole key. You can give a key with more included than what the giveaway claims without risking suspension for a misleading GA, just not less (ie: giving away a limited Beta key as a full game key, or giving away a single game as franchise/complete pack).
Option B) You can submit a ticket to support requesting they add the bundle to the giveaway list to give the full thing away. Of note, when you do that it usually gets put in as the Base and BTA tiers of the bundle. The BTA tier GA is the full BTA bundle, so it should include the base tier as well. Some people have been confused by that thinking the BTA tier GA in the list is just for the BTA part.

Only the admin can create a custom package and he hasn't done this in quite some time.
Moderators can only add a game to the list if a Steam store page exists so it's not really an option.

You can't separate those games since they come all together in one key. If you use the key you'll only get the games you don't own and the others will be lost, if you gift it the key will count only as a normal key and you won't get the CV for the other games.

I recently got the fixeras humble bundle, but I already have Sid Meier's Civilization IV: The Complete Edition, Sid Meier's Civilization V, Sid Meier's Starships, XCOM: Enemy Unknown - Elite Soldier Pack, XCOM: Enemy Unknown - Slingshot Pack, and XCOM: Enemy Within.
It all activates with one key, how do I do it for the giveaway?
