Try going to C:\Program Files (x86)\Steam\ and deleting a "package" folder (while client is not running). If that doesn't work, try running Steam as admin.

i did that "running Steam as admin." and the package" folder is empty since its a fresh installation

I miss the times when you could just delete a blob file and everything would be okay. Oh well.

What I'd try next is using a cleaner of sorts to completely remove steam client and all it's "tails" (folders, files, registry keys, everything) in the system, then starting a new install completely after doing a clean download.

did that to ccleaner and nothing :c , is there a way i can download the whole thing like with origin ?!!! ( i mean the 250mb files directly)

Are you using Avast? Maybe your AV or SecurityCenter is blocking steam installation for some reason (false positive). Still I think your installation got corrupted and you need to download a clean one, remove everything installed so far, then start over. Not sure how good Ccleaner is with this, I've heard of people using "better" tools.

Could it be that your provider decided to start blocking/throttling connection to steam?

I remember having a similar problem. I had to update windows 10 to the latest build to resolve it. Make sure all the windows updates are installed. Latest version is 1903

Not sure if related, but every so often today Steam's website slows down when I try to view game trailers (and that is through Google Chrome, so nothing to do with the client)... It is very intermittent, sometimes it works as usual, sometimes it really slows down.

I also notice that Steamgifts and Indiegala are also taking a long time to load game images... also intermittently (for example, right now, they are both very slow for me). I would guess that there is something wrong with Steam today, or at least with their repositories? No idea, I am really not an expert about these things, knowledgeable people might know how to find out...

I am in Brazil, by the way -- it seems you are in Algeria? So it is probably not a local problem?

Cheers!
