Usually when you buy packs, one copy goes to your inventory and the other one to library.
If you're sure about this purchase, then contact support. They're helpful in these cases, since it was not a trade.

OR you get 1 copy in inventory if you buy as gift, which spawns second copy after activating.

Strangely when I bought the 2pack (when it came out, or not long after) I got all the promotional items, even the ones for the DLC, even though the 2pack I got was just for the base game. Completely useless post, I know
