Short answer: Yes!
Long answer: Strange! I could activate it with a german IP without a problem and Fanatical doesn't warn me about problems on their page like they usually would, but when I try to change to the german shop page, I get redirected to the steam front page......

That's always the case if a game isn't available in the steamshop (either because of your country or because it got removed worldwide) and has no connection to the key being usable with a german IP.^^
That said, there are a lot of games that aren't sold in the german shop but have no activation-restrictions.
Often enough keys even work when the seller warns that they aren't. Because they themself either don't have the right information about it or just don't care.

You should be careful, most people that recommend System Shock 2 are looking through thick nostalgia glasses. The combat is actually rather clunky and quite difficult, especially at the start. Ammo drops are very scarce throughout the game and enemies respawn indefinitely. The story isn't that amazing either.
System Shock 1 is much worse in nearly all aspects. The story is extremely basic and the user interface is very clunky and unfun to play with. Though ammo drops are much, MUCH more reasonable.

I don't even think System Shock 2 is much playable at all for nowadays standard. Managed to finish it in coop with a friend quite a few years ago, and even for that time, gave a lot of headaches to be completed.
By the way, System Shock 1 is getting a full remake in 2018.

The first System Shock is horrible, HORRIBLE!!! Don't let these crazy "fanboys" (who probably haven't even played it, or played it very long ago) convince you otherwise. The control scheme is one of the worst I've ever played with (you kind of get used to it after a while, but it's still annoying to use). The story is terrible and super simplistic. Please trust me that most people would not enjoy it at all, take it from someone who's favorite game is from 1996 (it's also where my avatar comes from). I played both System Shocks a while back and both are pretty bad and heavily over-hyped. I also loved BioShock and it's one of my top 5 favorite games. I just don't want others to suffer like I did :p I probably would have still played it knowing what I know now simply because BioShock is one of my favorite games ever. Honestly it isn't that bad once you get used to the clunky combat system, but you really have to appreciate old games to enjoy this game somewhat. I still had some fun with it but it's just not a good game, story or gameplay wise.

I really, really enjoyed System Shock 1 when it was new, and experimental. But it hasn't aged well at all.
Fortunately the upcoming remake/reboot looks to be heading in the right direction - keeping the atmosphere and the overall plot of the original, but with a more sensible UI and control scheme more on par with today's standards.

I imagine it had some innovative/revolutionary ideas when it came out, though I think the user interface always was a bit of a pain. I didn't play it back then so honestly I couldn't say, but as you said it has not aged well at all. The reboot looks interesting though I do hope they add some more story because the original has very little.

"Strife: Quest for the Sigil" or also simply called "Strife" more commonly, renamed "Strife: Veteran Edition" on Steam. It's a role playing game created with the Doom engine. It has a great story with fantastic atmosphere. It plays more like a role playing game than a typical Doom clone so the choice of engine is quite regrettable.

It was mind blowing in the mid 90's, I remember it first came on like 20 floppy discs and later a CD-Rom edition with voiceovers for the audio logs and so forth.
Today the mouse controls are really awkward, and at the end of the day it was made for 2D cards running under DOS so yeah, without nostalgia I'd pass. SS2 is still good though.
