When was Darkout free? Anyway. Make a ticket to the support adding proof, like this, and tell them that you have sent it, but he refuses to mark it as received. By the way it's NOT against the rules to give away free games. You can give them away, but expect to get them deleted, if the moderators remove it from the GA able games list.
If Itchy is his name, edit the post and remove his name, as it's considered calling out, and you can get a suspension. Edit it's name like WINNER or a fake name.

If you bought darkout in bundle, make sure that only you and he know the gift link, then check your gift link again. If it was claimed, only your giveaway winner can do that, send a ticket to support along with your proof. If it wasn't, request a reroll.

All this should have been sent to steamgifts support not posted in the open. Also remove his name from all your posts here, its considered calling out and thats not allowed around here.
Hes pretty much admitted to getting the code so talk with support and they will ban him, and mark it received in your list. Its not like you can send it to anyone else cause its now been used. Just show them that you sent an e-mail with the code in it at a certain time, they will see that he added the game to his account after that time.
Suggestion for future giveaways. Contact the person via steam chat. Give them the key that way after you have told them they have won on steamgifts. Once you send them the key, remind them to hit received on their steamgifts account, then take a screen shots of the chat so that you have evidence of giving them the key. I use a program called ShareX for my screen shots.
