TL;DR > Bundle games are limited to a $30 CV cap

There are details of the exact calculation on the forums, but essentially, the CV value of games from bundles cannot exceed a certain % of CV from non bundled games, so if you have already reached that %, then your CV will not increase further with additional bundled games given away, until you give away more non-bundled games.
