If it's of any consolation, Revolution seems to have four pointless (to me) additional things:
- Red Baron Pack
- Lawrence of Arabia Pack
- 3 Vehicle Skins
- 5x Battlepacks
I believe their Premium Pass doesn't include these anymore, although sometimes in 2017 they gave those to the pass owners as a free upgrade.

They didn't though. I never got those bonuses even though I pre-ordered the Premium edition. Oh well. I'm pretty much done with Battlefield at this point, doubt I'll get V.

I don't know, I don't pre-order stuff anymore. You should have contacted their support to grant you the additional content.
As for the Battlefield 1 base game I've yet to buy it since I still have 6 hours of trial left, out of the 10 hours they gave. I won't buy the base game until I'm done with the trial since the progress is carried in the full version.

Yeah. Kinda feels like you're getting cheated regardless of when you buy these things, just varying degrees. I bought it when it first launched and basically got nothing for it. They even dropped the price like 75% before the last expansions had even been released. It would have been cheaper to just buy the first expansions individually and then get the revolution edition when that came out than it was to buy Premium on day one. :(

I bought the BF1 Premium Pass on release.
Now 150h gaming time later I have left the game. Its been fun but I moved on.
I can understand they sell it cheap now to maintain a player base. I'm not feeling salty at all compared to many early BF1 players.
It was worth the money.

A significant number of America-based digital businesses and online games base out of Pacific time zone (presumably due to most everyone in the field having their operations based in California), and start their day at 8:00AM Pacific. At the very least, seeing as EA are themselves based in California, it's safe to assume that they're unlikely to begin anything before that point. Noon and midnight are also notable start points- though, as I recall, Valve (who, despite being headquartered in Washington, has stated that they work out of Pacific offices) typically begins updates and downtimes even later in the day.
Thus, 8:00AM Pacific (it's 7:30 as I'm posting this) is the most probable start point, but a safe margin would put you up to 12:00PM Pacific before there's any real reason to start putting any extra thought into the matter. The offer'll run between September 11th and 18th, so there'll be plenty of opportunity to grab the DLC.

You do NOT need to own the base game, to add the DLCs to your account.
Just choose the option to move on without the base game during the "purchase" process. The current BF1 sale for 5€ is the historic best price though.
