The Steam key can be used by anyone you give it to. Both of those companies offer individual keys, so there is no problem.

Most bundle site TOS say that they are for personal use only, but that's a vague statement and as you can see many people share their extra bundle keys here. This site works because trustworthy, giving people are rewarded (to an extent, we don't get better odds or anything like that) and lying cheating scumbags are exposed quickly.

Hello, I've bought some game bundle and it turns out
there are 2 games that I already have. (1 of groupees, 1 more than bundlestars).
when buying, I do not turn on 'make it a gift'.
whether the steam keys can still be used by other people?
(or the keys are binding to my email?)
