I don't think it would. Since it must be in his library, so you can't tell until you ask him.

For pre orders, it will still show in the wishlist even if he owns it already.
It won't show up in his game list so you won't know if he owns it either.

maybe you could ask him what games he has preordered and say you and just curious, if he mentions tl2 there you go, if he says no suprise him

^THIS.
I have TL2 pre-ordered and it still shows in my wishlist. You can always just talk to him and say you were thinking about TL2 (for yourself), and inquire if he'd like to go into a 4-pack with you.

If you buy a game you already added to your wishlist before you bought it, it wont disappear on your wishlist :/
But you could just gift it if you want, he wont be able to add it to his library if he already owns it (at least for non-pre-orders), so he can just add it to his inventory.

There's a good person who I'd like to gift a copy of Torchlight II, since he has it in his wishlist (and also because the karma is strong in this one).
Question: Torchlight II however is still on pre-order. If this person already bought it, would it still appear in his wishlist?
I'm trying to figure this out in order to avoid buying a duplicate of a game that he already owns.
Is there a way?
Thanks guys
