Well Game Restricted in my country

Ask for reroll, if you can't activate it from your country, I doubt support can help you

you can ask for a reroll. But,as far as i know,there is currently a problem with using keys in Syria. you are not the first users complaining...

This is second time I see similiar topic here. Unfortunatelly it seems that your country have some problems with steam. I can only guess what is the reason for that, but because NSS 5 is harmless game, I would try to contact steam support - in worst case scenario you will have official statement why you can't activate this game.

Meanwhile, contact with GA creator, and tell him what problem you have. Inform him that you won't activate game right now, probably until you will receive official respond from steam support. Also tell him that in worst case (for you) scenario, you will ask him for reroll. Basiclly you have 7 days to activate game, but it's always nice to inform GA creator about any issues.

The problem is not on Steam's end. It's all part of the US sanctions against Syria which contains digital goods as well (If I am wrong on this please correct me someone). Valve is based in USA so the company is forced to play along the rules.
There is nothing you can do (AFAIK) to activate a game. I think you can't even buy through store anymore

Syria got totally restricted by Steam, because of new sanctions put in place by US govt or sth like that - there's been quite a few topics like that. Until sanctions got lifted you won't be able to buy games or activae keys or gift copies. So it's nothing wrong with key being given away but with your account - ask for reroll and sorry but until things change better don't enter any GAs - you won't be able to activate them anyway
