When giving keys, I prefer contacting winners and giving them the key directly in the chat. That way they can activate right away. And don't worry, give him time to mark the game as received, he has 7 days to do so. Waiting is annoying but the 7-days rule is for the winner and the gifter.

Its been less than 48 hours. You are required to wait up to a week. At that point, contact SteamGift Support.
For now, contact the winner by adding them on Steam, ensuring they have seen and activated the gift and remind them to mark it received.

He never wins a giveaway before though he registered on SteamGift 3 months ago. Is it possible that he doesn't know he have to reply on receiving giveaway?

Its possible he is unaware, which is why contacting them is the best choice for now. You can give them the link to the Wins page then.

That is not support ticket-material at all, there are clear guidelines for this. The winners (his and yours) might not have time to come on steamgifts.
They have 7 days to manifest. After that, and only after that, if you failed at getting a response from the winner - by adding her/him to politely remind her/him to mark the game as received, for example -, then, and only then, make a support ticket.
And be sure that support will respond. They just have to face tons of tickets, reroll requests, user reports and stuff everyday.
edit : also, it's better to add the person and directly give her/him the key if you have the patience to wait for him/her to be connected.

I waited a week. Tried to add him and he ignored me. & if he has time to come on and mark it not recieved then i'm sure he has time to add me to talk about it. Also, the game is in his account so why mark it as not recieved? Good thing I have a screenshot with proof that I sent it.

Everything is fine now. He accepted my friend request. I talked with him and he replied about receiving giveaway. He just didn't know that he has to respond on that.

I've created several giveaways last week. Everything is fine except one thing. The winner of one of the giveaways are not response at all.
I already sent Steam key and I think that he redeemed it but no response regarding receiving the key.
This giveaway closed almost 2 days ago and this winner is currently online on this website (17.07 UTC+7).
What should I do?
