in other words: 2GB slower or 1GB faster card?

Speed = fast 1GB (for playing PC games)

Performance for computer tasks = slow 2GB

The ti versions of cards will always be superior. VRAM isn't nearly as significant.

there are 1gb versions of 650ti??
VRAM isn't important but it's nice to have more than 1gb for futureproofing your system. Just save a bit more.

The Video RAM (VRAM) is helpful if you are on a monitor with large resolution (1920x1080 and larger, 2560x1440)
also if you are doing non-gaming but GPU-intensive tasks like video editing, graphic design etc. the larger VRAM helps.

In this case though the two cards are only about 5% different in terms of performance (non-TI and TI version) so you won't see a NOTICABLE difference one way or the other
