Do you check your winners for unactivated wins before delivering gifts?
Maybe we should go one step further and check winners of our winner and blacklist him for not checking his winners?
I mean, keeping regifters out will be only possible with group effort... and seeing poll results makes me sad.

So... my first few GAs, I didn't really check. I do now. But, I have yet to actually find a rule violation. What I have found is a lot of old exploits (e.g., one winner used an exploit to get to level 5 about three years ago, and has only leached since) that I can't do anything about except to blacklist them from future GAs.
Edit: Okay, got one rulebreaker today, but too old to request a reroll.

You can't.
You need to ask for a reroll and support will either suspend the person and reroll it or let you know that the suspension has already been served/reject the request.

A big part of the reason is the poor explanation for how re-rolls work and when they are granted. A lot of people mistakenly think that you can only ask for them within a month, so they don't bother for older violations.

Are there no scripts currently in the wild that automatically do this? I will be honest here and say that I very rarely check my winners of games that are in high supply / low in demand. While I certainly appreciate that not checking all my giveaway winners can have an overall negative impact on the amount of abusive users allowed to participate in the site, the current requirement to self-police is extremely labor intensive and I just do not have the kind of time it would require to cross-check hundreds of giveaways. Particularly so because sgtools is often very slow to load or non-functioning and it can take up to 5 minutes sometimes for it to show the result for each lookup or fail with an internal server error (like it is at the time of this posting).
I'm not sure what the impact would be on server resources if the system would just automatically run a quick check for unactivated wins with each giveaway, or maybe to write some sort of routine that would periodically check the active userbase for unactivated wins and just automatically send a warning or ban them after x days of inaction, but it seems like it would be of large benefit to the integrity of the site to weed out these rule breakers and save a huge amount of man-hours for the diligent users that do cross-check every single giveaway they make.

Thank you! That definitely looks like it would make the task much more manageable. But there is still the issue of sgtools sometimes being slow/unresponsive.
Ideally, I really think checking for non-activations should be built into the site as default -- as the poll reveals at least half of people making giveaways do not have or do not care to take the time it requires to verify their winners manually, and I suspect that the poll is actually over-representative of people who take the time to read the forums and thus the true numbers of people who don't check their giveaway winners due to time or lack of awareness is likely much higher.

I've yet to find anyone who had recent ones, and the report page specifies a very narrow, recent timeframe, so I've yet to actually have occasion to us it.

Ah damn, I always thought I could trust people to be honest and follow the rules, but I've checked some of the past winners of my giveaways and one of them didn't activate their games. Is it too late to report them? Or can I do something about it?

How is this fair, though? It'd be preferable to ask the winner about it firstly, rather than just taking an extreme measure like re-rolling.
I speak from experience; when I first joined the site, it wasn't made clear to me that I was supposed to activate keys right away, and some I activated on my secondary account, only to be suspended afterwards, but I didn't do it with a malicious intent; it was a rookie mistake and I've learnt from it. I'm still waiting for a sale to buy one game that I'm missing from my library, and as such shows up as unactivated on my account. Also, I've won the game GooCubelets: The Algoorithm 5 days ago, and when I went to activate it, it was actually the free GooCubelets, not the game the giveaway creator had listed. Of course, I've reported the user but to this day I still haven't heard from SteamGifts support. So, technically, if you were to check my profile right now, I'd have two unactivated wins (one by mistake, for which I've already been punished, and the other that wasn't my fault at all). So please be wary of each individual case and don't automatically assume that everyone who doesn't activate their wins is a crook.

Also, why are you marking giveaways as "received" when you didn't actually receive the game? Just untick it andset it to "not received" when it's possible.

I replied because I don't agree. Nobody "has to make it clear to you" what the rules are, that's what the FAQ are for. And to blame it on the fact that you didn't read it or let's say that anyone didn't read it when they first joined, it really is their own fault and it's not an excuse for not activating a game. Not knowing a rule is not an excuse for breaking it.
This isn't directly targeted at your case by the way. It includes everyone who claims they didn't know the rule.

You misunderstood what I said. I didn't give any feedback on the second game, since I wasn't able to activate it.

That's not how it works though. It only shows up as "not activated" when you actually mark it as received even though you didn't actually receive it. You just didn't make yourself very clear. But whatever I guess.

Agreed. People make mistakes. It happens. But, this is a mistake that can be fixed. You gave/traded/sold a game that you should have activated? You can buy/trade a copy for your account.
Don't want to? That's fine too, but then don't get upset when gifters want to reroll on you. It's a fixable mistake. You can fix it, or choose not to. Accept the consequences of your choice and move on.

If you marked the second game as 'not received', then you should be able to pass all the sgtools checks once you buy the first game.
As for asking before rerolling, I'd rather have the user checked by the support. If the user has already been punished, then they just tell you about it and you can proceed with sending the key (the reroll is not granted then).

Then it's still okay, SGTools will also not block you until the week has passed.
And also, don't forget to contact the owner if there's something wrong with the key! Sometimes it's all just a misunderstanding. Also it's possible to remove a giveaway, even though it's finished if you agree on that and the owner wants it.

I haven't been doing that, but I will now. Kinda feel ashamed, but I guess I just didn't know accordingly the steps to take for a giveaway I created. I now know and found one with a unactivated win, but dated back to September last year. I'll just have a chat with support.

Sooo I wen through of this thread but didnt find an answer for my question (or just overlooked it)
One of my GA just ended and I checked the winner and he/she has 2 unactivated gift. both of them are over 1month now (1st was in January and the other one was in March 29) so If im right I cant get a re-roll, because its past the last month requirement.
So what should I do?
I have to send the code and maybe report for the other unactivated gifts?

It's always smart to check. If I see somebody didn't active a won game(s) or regifted, I would re-roll and probably blacklist. But I have a question, to anyone who knows... If someone's profile is private, can I request a new winner since I can't confirm they don't own the game already? I'm not saying I'd always re-roll private profiles, but I do have a concern about leeches with private pros., since they could usually give a damn less if they get banned q:

I have stumbled upon this so many times, especially on public low level giveaways.
The number of people that don't activate their wins is staggering.
If you find your winner didn't activate previous wins (especially recent ones) - report them to steamgifts and ask for a re-roll.
