yes, you can do that, as long as it's not blocked and as long as you have write access and a big enough HDD ... but are you sure you want to enter your password on a public pc?
does your internet cafe even allow to plugin your personal devices?

find the steamapps folder (normally C:\Program Files\Steam\SteamApps) and copy all the content on your local storage device.

Yes i know about the logins. I will change the passwords home. It is the only way to play the games i have bought.
So i will download the game here.Then i will go to C:Program FilesSteamSteamApps and copy the game folder to my device and then from my device to my laptop in the same path.

if they dont have wifi.. then ask the internet cafe owner to let you take the cable and then plug it to your laptop.. if im right.. some places can let you do that.. and if he needs to count how long you are using the internet.. just write down the time you started and then check it when you finish.. that will be better way for you

Yep. Definitely much safer, faster and easier way. And I like that shopping mall idea too. Actually you can use any WiFi anywhere. Just don't sit there for hours and hours. Download a game - go somewhere else. And don't do that every day otherwise SWAT will come for you.

Library -> R click on game - > properties -> local file -> make a copy for local file and move it to your pc and install :)
I don't have english steam but u will find it :) i allways make a backup for games if I don't want to download it again :)

When the game is downloaded.Right click on it.Go to properties>Backup Gamefiles>(it will ask for where you want to backup the game)>choose your pendrive/External Harddisk or whatever you are using to take the game from the cafe PC to your own .Then just run the baakup and it will install the game automatically.

I don't see why not. Download whatever game and copy its folder out of steamapps. I have moved games between my own computers doing this, so while it still might require a small download on the end computer you will be able to save yourself the majority of the download
