No, the creator may only re-roll a giveaway while you are suspended. If you have access to the website, they won't re-roll (unless they find out you broke a rule which you haven't been banned for yet and they request a re-roll + you get banned).

Because you're sounding like you expect to win. This community is about sharing. If nobody gave away games, there would be nothing here. We take pride in our level not because it's a contest, but because it means you've contributed somehow to the community (because chances to win are fun on their own! Otherwise lotteries wouldn't exist) and you've also given one or however lucky person a bit of awesomeness with something that was just left over in your account.

i was entering here many trash giveaways and won it, Ok i thought it's cool to win smt(even this is a trash game with 90% negative reviews)
I started to give away and got level 1
but im tired of these trash giveaways and tons of entries
I just started to enter only games from my whishlist
What i did for incresing my chances? Got level 2( at least i thought it can increase my chances)
Huh and now i won nothing since i got level 2 pfff absurd
Also, sg banned me when i was level 2
Conclusion: ranking up wont increase ur chances of winning
