Apparently you didn't read the comments. For a lot of people (including me), the setting "Do not filter strong profanity or slurs" in the preferences didn't remove the censor hearts in discussions and reviews. The setting "never filter .*" finally did.
So before calling people dunces, maybe inform yourself beforehand so people don't think you're a dunce yourself.

First of all, I didn't call anybody directly a dunce.
And since "Do not filter strong profanity or slurs" checkbox isn't the only on the preference page, it's a combination of all the boxes. Some contradict eachother.
And for example that .* in "never filter" should only be working if you have the box checked for "Filter strong profanity and slurs with "♥♥♥" or "***""
Because a filter only filters when its active.
So the complete thing is more complex than you think.
And like I said, if you check the right combination of boxes it works.
Besides, the .* doesn't make any sense at all. It is usually used for searching/filtering ALL file extensions and seeing you could load a text file into the filter too, it probably just only works out of luck.
So right back at ya...think before calling someone a dunce, you might just look yourself like one.

That part alone shows that you have absolutely no idea about regex, so maybe start educating yourself. It's even explained in this thread.
The only checkboxes relevant to filtering user generated text are the ones in the screenshot. Everything else on the preferences page has absolutely nothing to do with user generated text.
The first three options are exclusive to each other and the fourth one only applies to Steam friends. So please enlighten us about your "right combination of boxes" and feel free to tell us why I and a lot of other people in this thread still saw censor hearts in forum discussions and reviews on Steam with the settings in the screenshot and why they went away after setting "never filter .*".
Spoiler: the real reason is that the "Do not filter" option doesn't work as intended and that this regex is a workaround that wouldn't be allowed to work if Steam knew what they were doing, but is allowed and does work.

Firstly the "additional custom filters" are a sub-section of the "chat filters", this means they are in the SAME category where the 3 checkboxes for the language filter are. You are very vocal about that the checkboxes aren't responsible for the reviews, so why should your filter apply?
Secondly your filter doesn't make any sense at all if you have checked the third box, like I said before.
Let me explain it in a way you hopefully understand:

I would guess you won't use your clipboard because it is pointless because you already are letting all cars through.

It's a combination of a regular expression used in a custom filter and the fact that the standard filter option "Do not filter strong profanity or slurs" does not work in reviews and forum discussions, intended or not, which is what this whole thread is about. Please get that in your head! Also the fact that that regex is allowed to be used there and works is most probably an oversight by Steam. It's not luck.

It's pointless to further discuss this topic with you. Clearly you get too invested with it and write long pointless texts without getting what I'm saying.
My statement, that it works, even without that period asterisk is not wrong, because it works for me, without it.
My statement, that the period asterisk is luck, is true when you finally see it from the point I'm trying to make. The filter is not intended to work that way, it is a fix with with the right choice of symbols, but If the steam page would have been proper coded, it should NOT be working.
And for your "there are no other checkboxes". Yes, there aren't any more in this part of the preferences, but there are a lot more mature/profanity/family friendly/etc. checkboxes for bluring, censoring, hiding and stuff like that all over steam and the preferences.
Seeing the clusterf*ck that steamcode is, the chances are high that they all are intertwined/overlapping/superseding in a lot of places.
Like I said at the beginning of this post, it's pointless to discuss any further with you and just a waste of time.

Are you saying that your steam is not censored without applying this fix? If that's the case, do you mind giving a screenshot of both your chat filtering section like what waxworm showed here (it's in the preferences) and how this review looks like in your account?
It would be nice to know if there is more than one way to disable the filter in case steam disables this workaround.

Those options are for Chat Filtering. Chat filtering is only for steam chat and in-game chat for supported games. It doesn't apply to steam reviews or discussions.

If you still see ♥ then it's obviously censored.

This is not about filtering games or comments as a whole. It's about filtering certain words within user generated texts like forum discussions and reviews.
Look at this review and determine if you see "ITS NOT ♥♥♥♥♥♥♥ FINISHED" or if there is a word instead of the hearts:

It was actually yesterday but w/e. I found out how to disable the stupid steam censor heart bull♥♥♥♥ in the store pages, review section and steam forums. It's always been annoying not only because adults should be able to decide this for themselves but it also takes longer to read the comments because you have to pause and decipher what the ♥♥♥♥ means which interrupts your reading flow.
So to completely disable the censor you go to Preferences from either your profile or store page, scroll down to where it says "Never filter these words" and in the text box you add: .*
That's: period asterisk
That's it. Now you can feel like an adult again! Yay!
