Depending on where you commented, a person that has moderation rights over that section (such as a user's profile) can delete your comments without notice.

People can delete their own comments as well.
There are glitches on Steam where some people will maliciously spam you by continously making and deleting such notifications.
In this case it was probably just because he regret whatever he wrote.
EDIT: Didn't realize you were talking about a server-wide issue. I just checked my own profile and my comments are gone too.
This is most likely a Steam-sided problem, so don't worry about it.

Not autmatically, no. It doesn't matter if it has insults, they'll just get censored. But your comments can be deleted by mods.

steam deleted the threads about Woof blaster and sonic hits collection disappearing from peoples libraries,
with woof blaster , a paid game, the dev set a "free on demand" flag that removed the game from peoples's libraries.
valve messed up and deleted the game from peoples libraries

with sonic hits collection they removed all the games from a package with a certain steam id, deleted the package, made a new steam id, and put the stuff in the new package steamid.

there's a bug on steam right now, I can see comments notifications but I can't see the comments.
Also, I can't open the steam games/groups discussions.

It seems that steam has lost all of it's forums and other postings. I assume that this will change over the coming days as they fix whatever is causing this.,
