No "only allow run in countries" is listed for either package on steamdb.

You might want to look into it a bit deeper though to be sure, however the individual packages for the 4-pack (#51737) both have the "Territory Not Set (-1)" setting.

If you do see a red tag, you'll want to follow the instructions on reddit to find your own package number for your country and look it up on steamdb. There's quite a few different package numbers.
