You need to give away a Steam key or giftable item, can't be an in game redeemable code.

Nope. Can't really cite a list, but you see the system pop up from time to time. Some say it's an attempt to standardize content distribution, to avoid having to generate keys in so many different "languages" (xxxx-xxxx-xxxx for PSN, xxxxx-xxxxx-xxxxx-xxxxx-xxxxx for XBLA, etc.). But I bet if you dug through the games using in-game redemption, you'd find the content already there and the key just unlocks it. I remember redeeming a few keys in Mercenaries 2 and AC:B, but absolutely nothing was downloaded to gain the content. Sorry, I'm bitter about baked-in "DLC".

Reminds me of Street Fighter X Tekken on PC. Got the character DLC recently, did everything I can to trigger a download, even restarted Steam, and nothing.
Several hours later, remembered it was Capcom, tried the game, it was there without even a single byte downloaded.

That and BioShock 2 were the games that really opened the drama floodgates in terms of baked-in DLC. Honestly, I'm all for quality DLC if it's actually content developed after a game has gone gold. I grew up in the days when they were called "expansion packs". But baked-in DLC, "power item" DLC that does nothing more than tweak damage values, pulled content marketed as "free" DLC for new purchases and pre-orders (I'm looking at YOU Dragon Age franchise), and the general exploitative merging of full purchase and microtransaction are very rapidly eating away at what little faith I have left in the video game industry. There are a few bastions remaining, like true indies such as Malfador Machinations and Introversion Software, and big names such as Square-Enix (in terms of DLC, not sequels; and yes, they cut it close with DE:HR DLC) and Obsidion Entertainment, but not many.

It's a UPlay key. You launch the game from Steam, it launches UPlay, and you activate there.
Even though you can use it with your Steam version of the game, the DLC will not show up on your Steam licenses page, nor in your DLC window for the game. But if you buy it from the Steam store, it does show on your licenses and DLC window.
Kind of a gray area.

It's like thy're making it difficult on purpose. Good to know there's keys like that, thanks.

Have you tried contacting support?
That might be a better idea than ranting in the forum about it.
