How do I check if the winner own the base game if they have a private profile

Add them and ask them to turn it public (or friend's only) for a minute so you can verify. If they refuse, contact support.

i don't know, i assume they have the winner's profile cached from the previous sync.

You have to sync every 7(?) days. Everytime a list of your owned stuff is saved in the Steamgfits database.

Everyone makes synchronize online on Steamgifts. So support just look on history logs.

Have fun with re-rolls. As the DLC does not register as a DLC, many users might have joined who do not own the base game.
I am close to 50 re-rolls for my Men of War DLC GAs :(

This is why I never do separate DLCs, just send them as gratis on top of the base game (or hope there is a package where I can combine my keys to make a giveaway for the pack instead).

sometimes the ga creator will allow you, just be sure before entering those GAs.
