You could do Invite Only/SGTools giveaways, where you can determine who can join based on their ratio.
Or you could have temporary whitelist giveaways for people who have the game wishlisted.
There's also the group called "Playing Appreciated" that you could join.

As far as I'm aware anyone can join as long as they play something they win/make a GA and once your in you'll only be kicked if you don't follow the group rule and there is no member limit so it doesn't feel elitist.
I mean unless your talking about the fact that it's not automated and reformed has to enter everything into the database himself.

And also people are allowed back in once they play thire won games I've seen it happen where they ask why they were kicked/asked why then played the game they got kicked for and got back in.

Have seen some use sgtools...one of the rules can be that the game is in their wishlist. Would imagine you would only go to that trouble for a decent game. Aiming giveaways at higher levels sometimes gets more appreciation and thanks. You can also specify games won to games given ratios in sgtools (not used it myself). That way you can rule out someone who has won 500 games and given none.

You can join groups like Unlucky-7, Playing Appreciated or Actually Playing Games to target people who haven't won much and/or prioritize their wins.
You can use SGTools rules involving "max number of SG wins" and/or "number of games on Steam" to weed out game collectors or win collectors, but note that some of them are very kind and generous, and some of them indeed do play their games/wins.
Try not to get to worked up about people's ratio of giving-- not everybody can afford to give much and others are impacted by region restrictions (and some are affected by both!)...as long as there's some attempt to give back to the community, that should be recognized, IMO.

SGTools-protected private giveaways. You can do pretty complex things with them, if you take the time to look into its filters and how to make them. Like, for example, let anyone in under a certain raw value of wins, regardless of their giveaway numbers.
Or base it on sent/received ratio, although I generally tell people to not do that, because if any of them is at zero, they would fail due to mathematical limitations not because of creator intentions.
The other option is becoming a gifter to the Unlucky 7 group.
Going higher levels won't help though. Mid-level user base (4–7) is generally the best in this term (and many others), but high levels have tons of hoarders.

Has it ever ocurred to you to make higher level giveaways? The higher the level is, the lower are the chances for someone to be a 'leecher'.

lvl restrictions won't work - there are leeches on every lvl xD If you are using sg tools - check rule for having game on wishlist since (...) - i suppose that people who have game in their wishlist would rather play it if they win :)

I noticed that you had already discovered SGtools, but here's some additional things to keep in mind:
Keep in mind that in terms of ratio, the average contributor value ratio is less than 1:1, as giving away more than 5 of a single game will make it give less contributor value. Also, there are developer giveaways made by real developers who don't enter for anything, so among the pool of possible people who could enter your giveaways, the ratio for sent/received will also be less than 1:1.
I doubt they even play the games when people have 500/1000+ games.. Don't say anything after they win either. Just activate and remove me.
I have over 3000 games, but I've beaten nearly 50% of all my won games, and played more than that (I will never get to 100% though, due to one multiplayer game having no servers anymore :( ). The only way to make sure that people play the games they win is to either do giveaways for a group that requires people to play their games, or to do whitelist giveaways with the requirement that people play the games, and threaten to blacklist or at least remove people from your whitelist if they don't play the games within a certain timeframe.
And in order to make sure that only people who want a specific game you're giving away gets it, you could create your own group, and just invite people to it if they have it on their wishlist (and have had it for say 3 days, to avoid people adding the game to their wishlist after they've seen the thread). From what I've understand, such a feature also exists for SGtools these days, but I've not used it yet.

I generally use the following rules. These are just the basic check boxes over on the right side.
I have not yet done any ratio stuff. I also generally use a level 4 requirement but anything higher then 1 I think is fine. I also generally try and make them last nearly a day to give interested people a chance to see them as people are in various time zones around the world.
So far things have been pretty good. There are jerks at all levels however, so be aware but don't let it bother you.

activating is one thing, but in these group you MUST play and actually get some achievements to stay in group xD yet some people still enter, either they're super brave or they're autojoiners. I think the latters are more common

i just do "crappy" ga's public lvl 1 for good ga's i increase lvl to at least 3 and or invite only and create a thread for them thou i mostly do only public ones as for ga's i enter used to be a leecher like many but i left that long ago now a days i only enter for those i'm interested or are on my wishlisted
