My friend from America gave me a 10 Dollar paysafecard, I live in Germany and my account is made in Germany. Can I still use the paysafecard?

I did, it is saying that PSC'd from the US are not validated? Wtf?
It is a real card, on www.paysafecard.com it says that it has 10 Dollars on it.
