I wondered this as well. I'm in NA and already own it but thought about buying one to gift. Not sure if it'll work in NA as it's all in Portuguese.

I live in the EU and bought my copy on Nuuvem, so it should work for you too!

If it DOES have, it's probably only activation block.

I had to activate my FM 2014 copy with a brazilian VPN, but I can play with no problems with my portuguese IP.

Rockstar doesn't use DRM lock in their games. It will work in any region.

Activated as "LA Noire Complete", and showed the same entries as the App list.
I don't see any real reason to suspect it's region locked (there's the "USA" "territorycode", but I don't believe that has any bearing on a lock).
(That's the only exact match for "LA Noire Complete" on SteamDB.)

Oh and for the people having problems to understand Brazilian (isn't it Portugese O.o?)..
I have a "portable" copy of Google Chrome with an automated translation from Brazilian to German - plus logic should do the trick ;)

I live in The Netherlands and have bought the game today and activated it without any issues on Steam. ;-)
