I agree.
It had gone unnoticed by me and would be extra useful. The only reason I can think of why they removed it is that the sale prices would tend to last all year, which would only affect those who are not waiting for sales to buy something.

Back in the day when cheaper regions were starting to be introduced it was very common to trade for gifts bought in Russia or Brazil, which undermined sales so gifts were region locked after a while. And then it became obvious that once a game have had a deep sale (or sometimes a bugged sale) just once traders would stock on copies and slowly resell for months, thus negating any chance of a sale that wasn't a historical low to sell as expected.
In short, gifts were putting the perceived value of games in the hands of traders and resellers rather than publishers and they didn't like that so Valve caved in and removed the feature (mostly) for good. Multipacks still give traditional inventory gift copies tho, but not that many games have the option to buy packs of more than one copy.

I know about the price differences, and it makes sense that Valve implemented it, given the exploitation you mention. If we could or were allowed to buy as gifts again now, it would (probably) apply to them too, so we can't send them to countries with a stronger currency.
Personally, I would love to see it again. A limit of say up to 2 or 3 purchases per title per account would be perfect.

The thing with limiting the number of copies per account is that if someone is willing to, they can create an unlimited number of accounts. I never even did that kind of gift reselling and I ended up making 4 alt accounts over the years for different reasons (mostly card farming).

Of course. But if they wanted they could put in another type of safety valve.
Let's say after a certain amount someone spends on purchases in their library, they unlock an inventory slot for a gift. For example, let's say 100 euros for those from the EU region, 20 euros from Argentina, 30 euros from Turkey... Not the same amount, but equivalent. But then again, with VPN people will be able to take advantage of it...

Moved to puzzle/events category because a certain puzzle got added after creation.
I got bored and browsed the steam sales, had a few positively rated games lined up to make a mini train, goes to buy... must send gifts immediately.
at least steam is protecting me from me now. I don't find myself browsing sites that sells keys all the time at least.
I apparently took to long a break from SG/steam news... cant buy gifts to inventory, games free on store don't give cards... what else did I miss in the past 8ish years.

2 recent additions currently in playing slowly working through, one ancient game in the library moved to completion... and ... 10 drops/technical issues.
.... only a few hundred to go including long RPG's!
