It's entirely possible. However, you are risking suspension as well, calling out is forbidden here. I'd close this thread if I were you; anyway, all you can do is wait for a week and mark it as not recieved if that guy doesn't deliver the game.

Just wait a little bit longer. It's entirely possible though that the person maybe tried to gift away a game from his library without knowing it's not posible, it seems to be his first giveaway as well.
