Different countries

Hi,
I would like to make my first steamgift.
But i wonder, does it matter if you're from a different country?
Because in my tier the price would be lower than in another one.
Or if you buy something to another one, do you actually pay the price of the country that user is in?

the prices are based from the US I think and you just buy it from your region.

I'm mad because that I have to use EU store which has REALLY HIGH PRICES...It would be better if I was able to use Russian or of they make Bulgarian because Bulgarians=poor eu prices = high which means -> BG+EU stores=FAIL
