I never had this issue, but I don't think its an issue with the client. Check your internet connection or firewalls. Gremlins may have stolen the steam store.

If the problem persists, try this method.
1.) install tcpview
2.) open it, find steam.exe
3.) right click and close connection
this refreshes and connects the steam server to a different available IP. maybe this will help you

it's your isp's(internet service provider) fault, css isnt loading due to packet loss
