Is Risen 3 - Complete Edition region locked

I won this giveaway yesterday but when I tried to activate the key steam says:

Sorry, but the following items are not available for purchase in this country. Your purchase has been cancelled

I am from Turkey and I can add Risen 3 - Complete Edition to my cart in steam. So what is going on. Is this because of region lock?

I can't view the giveaway but that's likely. Deep Silver games are commonly locked to specific regions depending on the buyer's location.

Turkey falls within European region here, so the key was probably purchased outside EU from one of the other 'regions' designated by Deep Silver.

Note: In the article it says just "Risen 3" but it was actually the Complete Edition in this bundle.

If it came from Humble Bundle then it can only be activated in North America. I learned that lesson way back then.
