Now the incentive can not make a gift. If I decide to give a game in the steam for which there is now a discount, then I need to add to the winner's friends and send him a gift?

Yes, but be sure discount last long enough in case winner do not connect regularly.

Your best option is to make a giveaway that is discounted that will end before the game discount ends. Then purchase it and send as a gift directly through Steam.

And in your case, make sure that the winner is from the Russian Federation, because you cannot gift most games to people in other CIS countries.

If he isn't from Russia, you cannot ask for a new winner just because of that; you would have to buy a ROW version of the game (for ROW price) for him and send it. This is why the current region system on SteamGifts is useless for Steam gifts, as Russians can only send to Russians and pretty much nobody else. (Same as how Brazilians cannot gift to other people in South America, so they cannot use the South America region here for Steam gifts, only for keys.) If you have a game key, there is no such problem.

Then I suggest making it invite-only and only let Russians enter the giveaway. Or don't give away the game at all. Saves the most trouble.

Couldn't he just add a region restriction when creating the giveaway? That way only people from RU + CIS regions would be able to enter it.

yes he can restrict to RU+CIS. the problem is though RU cannot gift to CIS, so the combo region won't work out for them.

Ah, didn't know that. That's really dumb though. I mean, I get why Steam has those restrictions but it's still dumb if not even they can trade amongst each other.
