If he isn't from Russia, you cannot ask for a new winner just because of that; you would have to buy a ROW version of the game (for ROW price) for him and send it. This is why the current region system on SteamGifts is useless for Steam gifts, as Russians can only send to Russians and pretty much nobody else. (Same as how Brazilians cannot gift to other people in South America, so they cannot use the South America region here for Steam gifts, only for keys.) If you have a game key, there is no such problem.
