My guess is partially the 'surprise' release date - there weren't the humble buyers waiting for 1pm Tuesday bundle to donate large amounts and instantly boost BTA.
Of course F1 2019s recent bundling will help keep it low now

Easy T1 buy for me - I'll activate GRID Autosport.
With BTA, I'll just enter GAs for F1 2018 and DIRT 4.
I already have T3's games...from March's Humble Choice. I'd be shocked if BTA didn't go lower, unless there are so many people who hated March's Choice bundle, but somehow really want those 2 games (doubtful). What was Humble thinking?

These are the only two I want. Now that they been bundle is it worth the T3 price.

While I was surely waiting for a codie bundle, this one doesn't satisfy my needs. Too many repeats, too much for the games I want, too few motivation to go for a group buy or trades. Anyway the codies have a strong tradition of bundling and even giving for free the games next to expire, so I'll just sit on my backlog and wait.

BTA = Beat the Average.
When the bundle launches it has an initial price for T2 (usually $6). This T2 price then goes up or down, depending whether more people buy T3 or T1 - it's an average purchase price.
This is why most people purchase Humble Bundles during the first 2h after launch, when the T2 price changes a lot. After 2h it usually stabilizes around the same value or just has a very slow increase.
