To be exact a game price can't be more as 10% higher. The 10% limit doesn't apply for regions with cheaper prices as Steam doesn't mind if you throw your money out of the window.

So is it meen that I can giveaway games to any region? But seems, I had once problem with that I can't select winner in list of friends to gift game during purchase, because of region.....

Steam rules tell you can gift to any country where price is not more than 10% higher than price in your region. Use SteamDB to check where you can gift to.
As example https://steamdb.info/app/3241660/ I could gift this game via Steam to all countries except Poland and Switzerland as German(Euro zone) pricing applies to me.

Often games bought in the cis region can only be sent to the cis region. Rarely when the price difference allows you to send the game to somewhere like Brazil, but there is a high probability that sending a gift will not work anyway, for the reason I wrote above.

Check if the game is on Fanatical. It gives you a list on which countries will the key activate if you buy it there from your current region. You might have possibilities of a WW key for everyone, or with little region restrictions.

If you buying а gift through steаm you should see the restrictions аt checkout, before sending а gift.
For me in UА popup lists аll the regions а gift саn be асtivаted in, аnd yeаh, CIS+RU option during GА сreаtion is the sаme аs fаr аs I know.

Наприклад, я хочу подарувати Far Cry New Dawn (https://steamdb.info/app/939960/). Але по цінами видно, що в Україні ця гра найдешевша, як і 99% інших ігор. І найближча по ціні країна +20% - тобто я можу робити розіграш тільки для українського регіону. Але в списку дарування я можу обрати будь-якого друга - втф

Ты можешь выбрать любого из друзей, но при попытке оплатить тебе не дадут завершить транзакцию, и выскочит уведомление, что цена в регионе получателя отличается. В твоем примере выше с Far Cry да, игру можно отправить только по украинскому региону. А про ограничения в какой регион игру можно отправить, то иногда издатели пишут прям на самой странице игры, либо на steamdb. Я бы сказал, что в основном стоит рассчитывать что игры получится отправить только по твоему региону, и иногда изредка в казахстанский регион, изредка потому что там цены в основном дороже.
