All you can do is contact support proving you've tried to contact them multiple ways in hopes for a reroll or for received feedback.

If the keys are visible to them, there're high chances that they might have been used on other accounts.
Gather proof that you sent the keys, and that you tried to contact the winners, then create a support ticket for "Request Received Feedback".

I saw they are online many times, and tries to contact them through SG and Steam, but receive no response.
I didn't find they own the game, so they might not see this or they sell the key.
