A week ago I checked SG and it said One Piece: Unlimited World Red - Deluxe Edition was not bundled/reduced CV so I bought a key for it. After the giveaway ended it then showed it was reduced CV since April 29, 2021. How do the mods check for this? I would have bought a different game if I knew that one was supposed to be reduced since I wanted to buy games that offer full CV. It'd be helpful to giveaway creators if we knew what to look for.

edit: I checked steamdb's price history. The current lowest recorded price is from Russia. I checked the price history for that particular date April 29, 2021 and it said there was a Golden Week Sale 2021 and Russia's price was listed as 104 rubles. 104 rubles equals 1.22 dollars which would mean a 96.95% discount compared to U.S. I remember something about any price that is 95% or over gets reduced CV.

Is that how it's calculated?

Well the game was kind of bundled... in humblebundle "Build Your Own Bandai Namco Bundle" 2019-08-31.
When it's marked as reduced value/No value can take time...
As for 95% rule is that when the sale/discount of the game is that... The price on Russia vs USA is irrevelant.. What matters is the discount. Though I have heard someone say that if someones region have the game really cheap it might get reduced value.. Also I suggest the best discount to be sure it won't get Reduced value is <=90%
As for why that April 29, 2021 no clue, could be because that's when people started creating giveaways in bulk for it or something like that...
Edit: checked and it's not the case but it could be the price on stores/gray markets was low at that time...

Yes that's what I've read too. I don't know how much the game was retailing for in 2021 but if it was $40+ and it cost $1.22 that would probably qualify.

A glance at the game's Archive page will tell you enough. 4 pages of GA's made almost only by the most generous people for a single country or region.

the price of X country vs USA is very relevant apparently
this is the mods comment regarding Granblue Fantasy Versus(which is now 0CV despite never being free) "This change was based on a deep discount and regional pricing which was used to abuse the CV system. As you highlighted, on 28 April 2023 there was a 90 % discount on Steam. In Turkish Lira, the price was 3.20 TRK which was $0.16 USD, a discount of 99.19% on the USD price used by SG."

to note that price was a 90% discount as the time in Turkey when it happened(base price was 32).

really discourages picking a random well rated 90% discount game, especially with inconsistent criteria regarding CV status(its one thing with the overpriced asset flips... its another with real games)... now I have to go diving into every single regions pricing before I pick a game(beyond just a glance at historic lows and bundle history)... which will at times make me not do it.

I guess you can kind of expect the reduction when you have entire pages of exclusively restricted GA's, mostly to a single country. Blame the region-hoppers for exploiting the SG system.

The 2019 bundle wasn't really a bundle though. It was a pick 3/4/5 games and get a 80/83/85% discount respectively. That's not high enough to get reduced CV is it?

Regional currency conversions do have an impact on CV calculations abd have been taken into account for a long time.

I've not been a mod long enough to remember when it started, but according to this post by MSKOTOR, it was with Serious Sam sales.

SteamDB currency conversion has NO impact on CV calculations.

Unfortunately it has. If a game is 80-85% (or more) off on Steam it might be put on the reduced CV list because of too cheap regional prices. But only if people from those regions 'exploit' the sale here on SG. For example Down in Bermuda, a game that was never bundled, is zero CV (so not even reduced CV, but outright zero) just because a Turkish user gave away 5 copies during a 90% off sale in 2022 August.

For some time I entertained the thought to spend some of my wallet funds to gift good unbundled games here when they are 80% to 90% off. I even did a few such GAs. But it felt too risky, your CV could be wiped out retroactively later just because somebody from Argentina or Turkey gifted the same game on SG. Maybe it's safer now that the steepest regional discounts seem to be a thing of the past.

I meant in regards to calculating a % discount vs 95% rule of thumb people use for reduced CV. You'd probably have to use another number. But also now I'm just confused and have no idea.

They throw a dart at a wall then they ask their buddies if they like you or not. They just do whatever they want, there is no rules for how cv is handled. I even put in a ticket and was told as much by a mod.
