It's not a price glitch. The publisher made a news post on their site indicating that it'd be 98 yen full price, or 93 yen on sale at launch. You can find it here:

It is a weird price though, much lower than the other Pretty Girls Mahjong Solitaire games..

Not really, all the others frequently go on sale at 90% off putting them at around this price. Maybe they've just realised no-one was paying full price.

Well, I meant the MSRP, not the sale prices. I suppose it is possible that they won't have high discounts on this title cuz of the low MSRP though. Either way, definitely not a price glitch. I hope no one buys it thinking that it is.

I know what you meant. What I was saying was maybe they've just decided to bypass the large discounts and instead price at a point they know people will pay. This way they potentially get sales year round rather than just a bunch of sales three or four times a year.

The previous game was $15, so yeah. But apparently it's a regular price, probably also explains why the download contains absolutely nothing.
