I thought it was mainly the psychos that said it, and they were rather deranged, and they're always mentioning meat and baby meat would be real tender..

It's a communists joke I think. In my coutry it's said that the communist eats babies! (obvjusly it's not true)

In the movie Austin Powers, Fat Bastard wants to eat Doctor Evil's "Mini Me", after commenting he looks like a baby. This is the first I remember of it, and it was extremely popular afterwards.

Eating babies is an old old OLD joke that basically gets thrown around as being about the worst thing someone can do. I believe the reasoning must have gone something like: what's worse than killing someone? Eating them afterward. And what's worse than that? Eating babies. This is one of those things that's probably been around for about as long as jokes have existed.
