It's not too far from the truth though, it was a "to be on the safe side" thing, in case one one piece of whatever you're baking turns out to not be up to snuff (which is not all that unlikely, even for a seasoned baker). As not delivering what you were promising could get you into trouble, they just baked one extra. You often ordered in "dozens", so this is why a bakers dozen became a thing, it's just slightly more than a dozen.
