Yes it's illegal, my brother used it once and the valve police took him and now he is in jail serving 8 gaben years.

Idlemaster is safe as long as you run it while not being connected to a VAC server. You won't get banned from Steam if you do but you might get VAC banned since it's recognized as third party software

Many third party software run on the computer even when you are in a VAC enabled server. Only script hook type software can get you vac ban which hacks the game file like SAM, any trainers, etc

Why do people ask if it is legal,while it is against steam TOS it is far from being illegal as that would imply you are breaking the low not some TOS.
Though unless you use it while connected to a VAC secured server i have never heard of anyone getting banned for it and i have used it for a long time without issue.Though even being connected to VAC i can not see how it would ban you giving it just allows you run the game without actually launching it.i suppose though better to be safe then sorry
